Coordination and Planning of the Presidency of Venezuela (CORDIPLAN). As Deputy Vice Minister, helped coordinate the technical cooperation with multilateral organizations, acting as liaison with several experts of the Economic Commission for Latin American and the Caribbean (ECLAC-CEPAL). In addition, coordinated the reception, processing and consolidation of
information provided by all Venezuelan Public Sector Entities (Centralized and Decentralized), personally helping the then Venezuelan President (Dr. Luis Herrera Campíns) in the preparation and presentation of his Annual Addresses (1980, 1981 and 1982) to the Venezuelan Congress.
